China Energy Conservation Investment Corporation ", 1. About the corporation China Energy Conservation Investment Corporation (CECIC) was founded on September 1, 1994 from the Energy Conservation Company of the State Energy Investment Corporation, which itself grew out of the Energy Conservation Planning Bureau of the State Planning Commission in 1988. CECIC, under the direct leadership of the State Planning Commission, is in charge of the management and operation of the state's "large and important energy-saving measure investments", and is independently listed in the state investment plan. CECIC assumes "energy conservation as its target, science and technology as its basis, the market as its orientation, efficiency as its central concern", and is guided by the spirit of "practicality, creativity, honesty and high efficiency". The registered capital of CECIC is RMB Yuan 2 billion. Its general office is located in Beijing. 2. The aims of CECIC The aims of CECIC are: • to carry out the state industrial policies and resources conservation policies with priority accorded to energy conservation; • to strengthen both international and domestic cooperation; • to collect investment funds from various sources to support the development of energy conservation, material conservation and environment protection projects; and • to establish energy conservation industries so as to promote the rational utilization of resources, to promote energy utilization efficiency, to reduce environmental pollution, and to tum the Chinese economy into an energy-efficient economy. Under the guidance of the State Planning Commission and other agencies of the State Council, cooperating

closely with enterprises, research organizations and universities, CECIC is actively carrying out the overall strategies for sustainable development in China's Agenda 21. It has invested in and completed a large number of energy conservation, material conservation and environment protection projects in heavy energyconsuming sectors and areas all over China, and achieved significant energy conservation, environment protection, and social and economic efficiency.

4. Fields of investment

Cooperating closely with enterprises, research organizations and universities, CECIC is actively carrying out the overall strategies for sustainable development in China's Agenda 21. It has invested in and completed a large number of energy conservation, material conservation and environment protection projects in heavy energy consuming sectors and areas allover China.

Business achievements From 1982 to 1996, 20.8 million RMB Yuan had been invested in energy-saving projects, and another 20.9 billion Yuan in local investments had been attracted. 6. International cooperation and exchange Over the past decade, CECIC has had various cooperation and technical exchanges with the World Bank, Asian Development Bank, enterprises and research organizations in the USA, Germany, Austria, Finland, France, Japan, Canada, Australia and many other countries in the field of energy conservation in order to promote energy efficiency in China. _

National seminar on integrated rural energy development planning ith the approval of the State Council, another 100 counties will be selected to implement the Integrated Rural Energy Development Program during the Ninth Five-Year Plan period (1996-2000). This is a continued effort to promote rural energy development jointly organized by 8 ministries, viz., the State Planning Commission, State Economics and Trade Commission, State Science and Technology Commission, Ministry of Finance, Ministry of Agriculture, Ministry of Forestry, Ministry of Water Conservation, and Ministry of Electricity. A similar program had been undertaken during the Seventh Five-Year Plan period. It witnessed marked social, economic, and environmental benefits during the period. In order to implement the program in a sustainable context, the role of robust planning can never be overestimated. Based on this concept, a national seminar on Integrated Rural Energy Development Planning was held in Beijing on December 17-28,
