The Secretary General of the new European composites industry association EuCIA (Reinforced Plastics, April 2004, page 10), makes this call for support. Support your national association THE FACT that more and more legislation is nowadays made at a European level leads to the conclusion that we need a strong composites industry association at European level in order to follow up and lobby the legislative process, and related standardisation, in favour of the composites industry. This is one of the reasons why GPRMC, an association created in the 1960s, is transforming itself into the international non-profit association EuCIA. This also means that people from the composites industry have to meet more frequently to discuss EU draft legislation and EN standards in order to determine a common position. The national composite industry associations play an important role in the fibre reinforced plastics industry: 1) They receive information about draft EU legislation from EuCIA, inform their members, collect their remarks and represent their members at a European level to decide on a common point of view for the European composites industry. EuCIA then defends this position with the European Commission, the European Parliament and other European institutions. This requires company managers to discuss important draft EU legislation at a national level within their national association, and send their delegates to meetings of the European association. During this whole process the national associations also have to lobby their own EU politicians and administration at national level in order to get their support. 2) During the transposition of European Directives into national legislation in EU and EFTA countries the national associations have to lobby their own governments to check in

their own language(s) whether the national or in some cases even regional legislation is not more severe for composite manufacturers than the corresponding European legislation. The same is true when, as it is often the case, the national government has to write complementary rules or create lists at national or sometime even regional level to complete transposed EU legislation. 3) Whilst EuCIA should work out solutions at a European level for matters requiring a European approach (for example, solutions for composite waste management), the national associations are of great importance to work out solutions for all matters of national or regional importance. Many matters can only be dealt with in an efficient way when composite manufacturers work together at national level. Via their local national associations company managers can set up appropriate composites training courses, organise composite exhibitions and seminars, co-ordinate research programmes, follow up standardisation of FRP-based products, set up national or regional emission reduction programmes to meet the still regional worker protection and emission standards, and make composites better known to the authorities, the public and potential customers in order to promote the use of FRP, etc. We conclude that: • Composite manufacturers should join forces and create a strong national association in European countries where none currently exists, or should support their national association if one already exists; • All national associations and sector-specific composite associations operating at European level should join forces to support the EuCIA. Toray wins big prepreg order for 7E7 JAPANESE carbon fibre producer Toray Industries Inc has won a contract to provide its TORAYCA® prepreg for use in the primary structural areas of Boeing’s new 7E7 passenger aircraft. Toray will supply the material from its facility in Tacoma, Washington, USA. According to newspaper reports, this deal is worth around US$3 billion (330 billion Yen). The prepreg is based on high strength carbon fibre and toughened epoxy resin and has proven its performance on Boeing 777 structural applications such as the empennage and floor beams. Composites will be used in major sections of the 7E7, including the wing and fuselage. Toray recently announced that it is expanding production capacity at its US carbon fibre and prepreg facilities (Reinforced Plastics, May 2004, page 12). At Toray Composites (America) Inc in Tacoma, Washington, prepreg production capacity will be increased by around 6.2 million m2 to give a total of 3600 tons per year; current production capacity is around 5.2 million m2 per year. “Composites offer us a variety of advantages including better durability, reduced maintenance requirements and increased potential for future developments,” said Mike Bair, Boeing senior vice president for the 7E7 programme.
